Can Banksman stop traffic?

Within the confines of your yard, a Banksman can have whatever authority you choose. Outside the yard, a Banksman has no authority to stop traffic. This isn’t the same as not being legally able to stop traffic. The Banksman may reasonably request traffic to stop, for example, to enable a vehicle to exit the yard onto a public highway safely, but the traffic has no legal obligation to stop for them. The only exception is if they have been granted the authority by police or highway authority.
