Driver Certificate of Professional Competence (CPC) Reforms: What You Need to Know

Effective today, Tuesday, 3 December, significant reforms to the Driver Certificate of Professional Competence (CPC) have come into effect, aiming to enhance flexibility and streamline the training process for professional drivers in the UK. These changes are designed to address driver needs while maintaining high safety and competence standards. Here’s what you need to know:

Key Changes to Driver CPC

1. Introduction of a National Driver CPC

Drivers operating lorries, buses, or coaches within the UK now have the option to obtain a National Driver CPC. This certification focuses specifically on driving in the UK, simplifying requirements for professionals who do not need an international CPC.

2. Flexible Training Options

To better accommodate the needs of drivers, training courses can now be completed in blocks of 3.5 hours, as opposed to the previous 7-hour sessions. This allows greater scheduling flexibility and makes it easier for drivers to balance training with work commitments.

3. Decoupling E-Learning from Trainer-Led Courses

E-learning options are now independent of trainer-led courses, giving drivers more autonomy in how they complete their training. This change aligns with modern learning preferences and offers more accessible pathways for drivers to meet their CPC requirements.

Updated Guidance Available

Comprehensive guidance reflecting these reforms is now available on GOV.UK and nidirect.gov.uk. If you are a training provider who has already received approval for National Driver CPC courses, you can start delivering them immediately.

Application Forms for National Training Courses

With the reforms in place, application forms for the new National Driver CPC courses have been relocated to the usual Driver CPC pages on GOV.UK. Drivers can book approved courses from today via the website.

Looking Ahead: Expedited Renewal Process

A significant measure to accelerate the process of returning to driving for those whose Driver CPC has expired will be implemented starting 1 February 2025. This change is expected to benefit drivers who need to requalify quickly to re-enter the workforce.

Future Considerations: Periodic Testing

In response to the 2023 consultation regarding the potential introduction of a periodic test, opinions remain mixed. While the Department for Transport (DfT) has not implemented this measure, it continues to evaluate its feasibility and will monitor industry feedback for future updates.

What This Means for Drivers

These reforms demonstrate the government’s commitment to improving the Driver CPC system by making it more flexible and accessible for UK drivers. Whether you’re pursuing new certification, refreshing expired qualifications, or navigating updated training methods, these changes offer enhanced options tailored to modern needs.
