The Transport Manager and Professional Competence
The Business:
Each business with a standard operator’s licence must have at least one transport manager who is reputable and professionally competent. This transport manager must maintain continuous and effective control over transport operations and can be either an employee or a self-employed contractor. The required working hours depend on the number of vehicles operated.
Professional Competence:
To be professionally competent, a transport manager must pass two exams or hold an approved certificate. Ongoing professional development is essential for maintaining this competence.
Number of Transport Managers:
The number of transport managers required and their working hours depend on the size of the fleet and the location of the operating centres.
Responsibilities:
A transport manager’s duties include:
- Ensuring vehicle maintenance
- Complying with drivers’ hours and vehicle checks
- Monitoring driving speed, loading, and licensing rules
- Adhering to O-licence conditions
Ultimate Responsibility:
The transport manager holds ultimate responsibility and cannot be overridden by operators or agents. They must stay updated with industry legislation and developments, as failing to do so can lead to disqualification.
Summary:
This blog highlights the crucial role of a qualified transport manager in goods or passenger transport operations and how to meet professional competence requirements according to EC Regulation 1071/2009, which mandates that a transport manager “effectively and continuously manage” transport activities.
